Feedback on Development Application for 530 Brisebois Crescent and 265 Centrum Boulevard

The Heart of Orléans Business Improvement Area (BIA) appreciates the opportunity to provide comments regarding the development application for 530 Brisebois Crescent and 265 Centrum Boulevard.
As an organization representing local businesses in the area, we generally support thoughtful, well-planned growth that strengthens the local economy, enhances livability, and contributes to a complete and connected community. In particular, we support development that is:
Mixed-use and people-focused
Aligned with the Orléans Secondary Plan
Supportive of local businesses and economic growth
Designed to contribute to complete, 15-minute neighbourhoods
Supported by appropriate infrastructure and servicing
We appreciate that the proposed buildings incorporate mixed-use elements with commercial space at grade, which can help activate the streetscape and contribute to the creation of a 15-minute neighbourhood in the Heart of Orléans. We assume that the rezoning from mixed-use to transit-oriented development (with increased heights) doesn’t mean that the mixed used component disappears in this case.
However, we do have concerns regarding the lack of dedicated parking for residential units. At this time, key transportation infrastructure in the area, most notably the future LRT extension, is not yet operational. Without this infrastructure in place, the absence of residential parking may create challenges for residents, the surrounding neighbourhood and businesses.
We are concerned that nearby streets and properties do not have the capacity to accommodate additional resident parking demand. The parking availability for this development is an issue for both the community members and local businesses in the area.
While we recognize the broader planning objectives of encouraging transit-oriented development, we believe it is important that development proposals also consider the current infrastructure context and community conditions.
